En entrevista con Sumarium, Rafael Ramírez asegura que la ONU no se parcializará por nadie y tiene la esperanza de que la Alta Comisionada se lleve suficiente data para que denuncie lo que pasa en Venezuela. Reitera que en su reunión con ella en enero en Ginebra entregó documentos que demuestran la política de terror y miedo que aplica el gobierno de Maduro.
Hoy la Alta Comisionada de los Derechos Humanos de la ONU, presidenta Michelle Bachelet, llega nuestra maltrecha patria, la patria de Bolívar, de Andrés Bello, de Chávez, donde tantos latinoamericanos consiguieron refugio de la violencia de las dictaduras o del horror económico, donde antes reinaba la solidaridad, prosperidad y el buen vivir.
La sobrevivencia del pueblo y la violación masiva de sus derechos fundamentales es una muestra clara de que el gobierno de Maduro es incapaz de proteger a la población. Mi denuncia sobre la situación de indefensión en la que se encuentran los trabajadores de Pdvsa, los oficiales de la Fuerza Armada Bolivariana presos-secuestrados por el madurismo y los derechos humanos de los venezolanos, me ha valido persecución, exilio y una feroz campaña de desprestigio en mi contra por parte del madurismo. Estos fueron algunos de los temas que expuse el pasado mes de marzo en mi reunión con la Alta Comisionada, denuncia que amplié nuevamente hace tres semanas en Ginebra.
En esta lista, están los nombres de hombres y mujeres, padres y madres, a los que se les ha destrozado la vida y las de sus familias. En el día de ayer, las esposas de los trabajadores de Pdvsa emitieron un comunicado en el que solicitan la intervención de la Alta Comisionada de la ONU, para que sean respetados los Derechos Humanos de sus familiares. Son valientes mujeres que vencen el miedo y dificultades.
Presidenta Bachelet:
Hoy nuestro pueblo necesita de su voz, su valor. Hay mucha esperanza en el corazón de un pueblo noble y justo, debemos detener urgentemente el naufragio de los pobres de mi tierra.
Caracas, 18 de junio de 2019.- Transcurridos casi dos años desde la detención de los cerca de 100 trabajadores de Petróleos de Venezuela y hasta 5 años en algunos casos, acusados injustamente de presunta corrupción y otros delitos graves, ha sido imposible ejercer la defensa a la que tienen derecho, tras diferirse, incluso hasta en 16 oportunidades, las audiencias preliminares que deben dar paso al proceso judicial establecido, contemplado en la Constitución Nacional de la República Bolivariana de Venezuela, el ordenamiento Jurídico y la Declaración Universal de los Derechos Humanos de la ONU.
Las esposas, familiares y abogados de los trabajadores de PDVSA privados de libertad, exigimos la inmediata liberación de todos los trabajadores para lo cual debe seguirse el debido proceso y realizarse las audiencias preliminares, a fin de demostrar que no cometieron los supuestos delitos por los que se les acusa.
Denunciamos, además, que un gran número de los trabajadores petroleros encarcelados han sido sometidos a condiciones infrahumanas de reclusión, torturas físicas y psicológicas, así como la vulneración de sus derechos básicos como la alimentación, la atención médica, las visitas de sus hijos y otros familiares, entre una diversa trama de violaciones a la condición humana, de la cual somos también objeto todos los involucrados.
Por otra parte, a muchos de nuestros familiares privados de libertad se les han negado medidas humanitarias que han sido solicitadas por razones de salud. Los tribunales las niegan o no se pronuncian al respecto, dejando al privado de libertad vulnerable ante su condición médica.
Los abogados defensores de los obreros, operadores, analistas y gerentes con más de 25 años promedio de experiencia comprobada en la industria e intachables hojas de vida, nos indican que todos los casos están enmarcados en un mismo patrón donde todos los imputados por la Fiscalía son acusados por el mismo delito sin individualizar los casos, una práctica violatoria de cualquier principio de justicia y garantías constitucionales ya que los delitos penales son personalísimos.
Esta es, entonces, otra violación al Código Procesal Penal que señala expresamente que los delitos deben individualizarse y responder al cómo, por qué y dónde se cometieron los hechos, cosa que no sucede en las acusaciones de la Fiscalía.
Esta es la razón fundamental por la que no se realizan las audiencias preliminares, toda vez que por la falta de pruebas con las que la Fiscalía enfrentaría las audiencias, obligaría a los jueces, de actuar conforme a derecho, a declarar una absolutoria por la inexistencia de los delitos imputados o a otorgarles alguna medida sustitutiva de libertad a los imputados.
También debemos denunciar que día a día enfrentamos la corrupción del sistema judicial, donde funcionarios cobran para realizar traslados y agilizar procesos que, finalmente, no avanzan.
Denunciamos además que tras la desesperación que ha significado la violación de los DDHH y procesales, varios de los detenidos han aceptado bajo presión reconocer delitos que no han cometido para lograr sentencias y medidas favorables, entre ellas regímenes de presentación.
Sin duda, nuestros familiares son presos políticos, porque han pretendido utilizarlos como chivos expiatorios de la crisis productiva y gerencial que padece la industria petrolera, en lugar de reconocer errores y malas políticas administrativas y financieras que se han cometido en los últimos siete años.
Vale señalar que, pese a esta necesidad de buscar culpables de la crisis de PDVSA, la producción de crudo sigue descendiendo y la destrucción de la industria no se detiene.
Se trata de una gestión del gobierno que desmanteló todos los cuadros técnico-políticos de PDVSA que tuvieron un rol fundamental en el rescate de la industria durante el sabotaje petrolero del 2002-2003, y que se sustituyeron por personal sin experiencia y experticia.
Así mismo señalamos, que cuando se declara públicamente que los casos avanzan y que el Estado cumple y respeta los procesos contemplados en el Código Procesal Penal, reiteramos que no se ha dado inicio a ninguno de los casos de nuestros familiares, pues no se han efectuado las audiencias preliminares correspondientes.
Finalmente, ante todo lo expuesto, pedimos a la Alta Comisionada para los Derechos Humanos de las Naciones Unidas, señora Michelle Bachelet Jeria, que interceda con sus buenos oficios para que a nuestros familiares se les respeten sus derechos humanos y entre ellos el debido proceso tras las detenciones ilegales y viciadas desde el primer día.
En Caracas a los 20 días del mes de junio de 2019, las esposas y familiares de los privados de libertad presentes en esta ciudad.
El Mar Caribe se ha convertido en la tumba de los venezolanos más pobres en su intento desesperado de huir de un país que se desintegra. La indolencia con la que el gobierno ha abordado este drama, más preocupado en negarlo e invisibilizarlo que en atenderlo, lo convierte en una verdadera tragedia.
Lo que está sucediendo en el Mar Caribe es análogo a lo que sucede en el Mar Mediterráneo , donde mueren y desaparecen miles de hijos e hijas de toda África que huyen desesperados de las dramáticas condiciones de vida de esos países azotados por el hambre, la pobreza y la guerra . El Caribe y el Mediterráneo se convierten así en la vergüenza de gobiernos y sistemas políticos y económicos, absolutamente injustos y violentos. Ésto que sucede es una bofetada a la conciencia del mundo.
La próxima visita de la Alta Comisionada para los Derechos Humanos de las Naciones Unidas, la ex presidenta Michelle Bachelet , es una excelente oportunidad para que pueda constatar esta tragedia de los balseros venezolanos, que no es sino otra expresión del estado de violación permanente de los Derechos Humanos y Socioeconómicos en el país.
Esto aunado a la total inexistencia de separación de poderes y el debido proceso; la “judicialización de la política” como práctica sistemática del gobierno y la conducta intolerante y violenta de ambos grupos políticos que se disputan el poder por encima de los intereses del país.
Ojalá la Alta Comisionada, con la experiencia como Jefa de Estado, su agudeza política y profunda humanidad, pueda ver más allá del cerco que le montará el gobierno, el “maquillaje” de la realidad, los “falsos positivos” y los traslados apresurados de presos para ocultar su situación.

The Caribbean Sea has turned into the graveyard of the poorest Venezuelans, those that try to desperately flee the tragedy going on in the Homeland. Gone are the days of the heroic people that crossed the sea, over 200 years ago, between Haiti, the Keys, Cartagena, Jamaica, Chacachacare, and the coasts of the Homeland in their fight for independence. Those days are over. Now, it is the poorest, those that have no other option than throw themselves to the Caribbean Sea to reach safe, friendly lands that allows them to live and, above all, safeguard their families and children from the disaster caused by the madurismo.
They are part of those 4 million Venezuelans that, according to the most recent joint report of the Office of the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM), have fled the country since the end of 2015; those that government insist on denying, even announcing that two of its most eminent representatives will go to the United Nations to “refute” the most serious and renowned organization in the world in this matter, perhaps considering that they will be able to “stir” or patotear, using the words of President Néstor Kirchner, the rest of the countries, or that they will go to an interview of VTV or Globovisión where they can say whatever they want without any sort of opposition.
The Venezuelan diaspora, a phenomenon that we have warned (“do not go”) and denounced (“the passage of the Andes”), is a sad reality that tears apart and divides families, emptying our homeland from the joy and strength of the youth; millions of sorrowful stories and deplorable situations that, in many cases, happen in silence, as part of the anonymity of the tragedy of the poor, neglected by the elites and the government.
One of those tragedies, of the most gruesome and ignored out there, is that of the Venezuelans, men, women, and children, that drown in the waters of the Caribbean Sea in their attempt to flee the country. Venezuelans, especially young people, often with their children, that drown in their attempt to cross the Caribbean Sea, mainly to Aruba, Curaçao, Trinidad and Tobago, among other destinations.
Very few of these stories are known; sometimes, the information given by a survivor or the unfortunate bodies found ashore, or even the remains of the wrecked ship that has been dragged to the beach by the water, are clear evidence of the tragedy. Some others are known as a result of the desperate search of the families: mothers, husbands, wives, all those who bid farewells or were waiting for their loved ones after a journey which they did not survive. There are many cases in which entire groups of Venezuelans have lost their lives, their bodies lost in the depths of our Caribbean Sea, graveyard of the shipwrecked dreams and lives of the poorest.
The case of the young mother Maroly Bastardo Gil, eight months pregnant, who, last August left her hometown of El Tigre and embarked with her two sons the boat “Ana María”, along with 31 other people from Güiria to Trinidad, where her husband Kennier Berra was waiting for her, a destination they never reached, probably shipwrecking in the strait “Boca de Dragón” located between both coastal lines. The captain of the boat was rescued from the sea the next day and taken to the island of Grenada but nobody knows the whereabouts of the unfortunate passengers.
Another example is the case of 32 Venezuelans, most of them women, aboard the vessel “Jhonnaly José”, also leaving from Güiria to Trinidad, which capsized on the way, as reported by the UNHCR itself from Geneva. Fishermen in the area only managed to rescue nine men, the rest of them are still missing in the Caribbean Sea.
Moreover, the cases of boats that shipwrecked on their way to Aruba and Curaçao have plunged the populations of La Vela and other towns of the Falcon state into mourning, like many other incidents of young people who board boats, braving the turbulent waters of our Sea, to reach the islands. There have been serious and sad incidents in which groups of about 20 and 32 passengers capsize and die, and even cases of young Venezuelans whose bodies are washed ashore to the beaches of the islands, their dreams drowned, their lives cut short, a disheartening testimony of this tragedy.
Of course, no government authority informs, reports or investigates what is happening with these human beings, how many are they? Why do they die? How does it happen? Why do they throw themselves to the Sea to leave the country? How to help them? The government does not do so because it has the cruel policy of denying this reality and, also, because of their indolence regarding the terrible social consequences of the crisis they themselves have created with the imposition of their economic package. What it is rather shocking is that the left, and what is left of the PSUV, remain silent.
What is happening in the Caribbean Sea resembles the situation in the Mediterranean Sea where thousands of sons and daughters of Africa die and disappear, desperate fleeing the dramatic living conditions of those countries ravaged by hunger, poverty, and war. The Caribbean and the Mediterranean have thus become the shame of the absolutely unfair and violent political and economic governments and systems. The situation is a slap in the face of the conscience of the world.
Although the government insists on denying the humanitarian and migrating crisis that is currently affecting the country, one of the most serious in the world, the United Nations system is compelled to take action so that the Venezuelan government respects the international law and acts accordingly to protect and guarantee the human rights of all citizens.
As was my tenet during my work at the United Nations, human rights are comprehensive; these comprise the economic, social, cultural, political, and legal factors of the people. Our position in the discussions held at the Security Council concerning the issue of the African migrants that desperately crossed the Mediterranean Sea was that, instead of addressing the issue from a military perspective, it was necessary to acknowledge the responsibility of nations and governments that caused the situations of instability and misery in the countries of origin, so in this way address the underlying causes or “root causes”, as they are known in the diplomatic jargon, of the diaspora.
Our position cannot be any different in this case, more so when it comes to our fellow nationals. Maduro’s government is responsible for the gruesome economic and social situation that affects our people, and, consequently, is the only one to answer about the fleeing of about 4,000,000 Venezuelans, including the fate of those that die in a journey by foot or those who disappear and drown trying to cross the Caribbean Sea.
This is a government that not only systematically violates the human rights of its citizens through repression, persecution, and imprisonment-kidnapping for political reasons, but it also violates the fundamental rights of the entire population, including those economic and social; therefore, the people are willing to take all sorts of risks and suffer every kind of deprivations and mistreatments to find outside the country what the State has failed to guarantee them.
The upcoming visit of the United Nations High Commissioner for Human Rights, former president Michelle Bachelet, constitutes an excellent opportunity for her to verify the state of permanent violation of Human Rights in the country.
This opportunity can also serve her to corroborate the continuous violation of the Rule of Law in the country carried out by maduro and the different bodies of the government, as well as by the general prosecutor’s office and the judicial power. All of this combined with the total absence of separation of powers and due process, the “judicialization of politics” as a systematic practice of government and the intolerant and violent behavior of both political groups that vie for power over the interests of the country.
I hope that the High Commissioner, with her experience as Head of State, her political acumen and profound humanity, can see beyond the walls built up by the government, the “embellishment” of reality, the “false positives”, and the hasty transfers of prisoners to hide their situation.
I hope she has the opportunity to listen and interview the families and the victims of human rights violations carried out by the government and that she is able to overcome the intolerance of the extreme right and recognize that the Chavistas that oppose maduro also have human rights. I hope she enforces the universally accepted criterion that human rights must be practiced with impartiality, non-selectivity, and without politicizing them.
I hope she is able to receive and listen to the wives of the more than one hundred kidnapped PDVSA workers and Chavista military officers, get to know the cases of former ministers Nelson Martínez, Major General Rodríguez Torres and General Raúl Baduel, as well as the cases of yet so many prisoners-kidnapped by direct orders of maduro, or anyone from his power circle, who violated their rights, mistreating them and taking them to the brink of death.
I hope the High Commissioner has the possibility to access La Tumba, the Helicoide, the SEBIN, DIGECIM, and other detention centers, and talk with those kidnapped, many of whom, such as the cases of Gladys Parada and Diagnaly Muñoz, have been there for over five years, without knowing what they are accused of, without ever having had the possibility of attending a single judicial hearing. This, in addition to the occupation, or better said, confiscation of their homes.
I hope the High Commissioner can ask the attorney general for the violation of due process, the right to defense and the presumption of innocence of the hundreds of persecuted, exiled, and imprisoned by direct instructions of maduro, or his inner circle, and their own unbridled action, in which he has used the Public Prosecutor’s Office to satisfy his own interests, grudges, revenges and persecute those who face this disastrous government.
I hope she asks the Prosecutor General about the assassination of Óscar Pérez and his companions, the death in custody of former minister Nelson Martínez, and how councilman Albán was thrown out the tenth floor of SEBIN.
I hope she can determine the state of permanent terror of the population, whose phones and emails are tapped, who live in insecurity over the peaceful enjoyment of their goods, with their reservations in work meetings and even between relatives and friends, at work, on the roads and highways of the country, as well as the dismissals and persecution of workers of the public administration that express their dissent, claims or simply refuse to support the government’s outrages.
I hope she becomes aware of the ongoing violence that reigns throughout the entire country, particularly in the working-class areas, of how people take refuge at early times in their houses, leaving the city silent and empty, for fear of insecurity. I hope that she learns about the raids and killings of FAES and other paramilitary groups in the working-class neighborhoods.
Hopefully, the High Commissioner has the chance to investigate and learn about the infrahuman conditions in which thousands of ordinary prisoners live, buried in the penitentiary hell where they die in the hands of the pranes (gangsters), masters and lords of those prisons; or burned alive, such as the case of the 70 prisoners who were scorched to dead in the prison of Puerto Cabello, for having kept the doors closed during a fire.
Certainly, the High Commissioner and her team, representatives of the United Nations, the most serious and professional institution in matters of human rights, will overcome the attacks of the intolerance and the pressure of the government, to realize that Caracas is a mirage, that the rest of the country is subject to a permanent shortage of food, medicine, jobs, electricity, transportation, gasoline; that Venezuela today is a country in ruins, ruled by injustices of all kind, a poor country out of which young people flee as they can, crossing the moorlands by foot, towards Colombia, Ecuador, Peru, even to Argentina and Chile, or crossing the jungle to get to Brazil and die in the Caribbean Sea trying to reach a place to live.
President Bachelet, High Commissioner, welcome to our battered homeland, the homeland of Bolívar, Andrés Bello, Chávez, where so many Latin Americans got refuge from the violence of dictatorships or economic horrors, where solidarity and prosperity, the good living, used to reign. Today our people need your voice, your courage. The hearts of our noble and just people are filled with hope, and thus we need to urgently stop the shipwreck of the poor of my land.
El Mar Caribe se ha convertido en la tumba de los venezolanos más pobres, que tratan de salir desesperados de la tragedia de la Patria. Ya no es aquel pueblo heroico que lo surcaba hace más de doscientos años, entre Haití, Los Cayos, Cartagena, Jamaica, Chacachacare y las costas de la Patria en la lucha por su independencia. No. Ahora, son los más pobres, los que no tienen otra opción que lanzarse al mismo Mar Caribe para alcanzar una tierra segura, amiga, que les permita vivir; y, sobre todo, poner a resguardo a sus familias e hijos del desastre del madurismo.
Son parte de los 4 millones de venezolanos que , según el último reporte de la Agencia para Refugiados de las Naciones Unidas, la UNHCR y la OIM, la Organización Internacional para la Migración, han abandonado el país desde finales del 2015 y que el gobierno insiste en negar e incluso anuncia que dos de sus más conspicuos representantes irán a la ONU a “refutar” a la organización más seria y reconocida por el mundo en esta materia, pensando tal vez que podrán “patotear”, como decía el presidente Néstor Kirchner, al resto de los países, o que van a una entrevista de VTV o Globovisión, donde pueden decir lo que quieran, sin contestación.
La diáspora de venezolanos, fenómeno que hemos alertado (“no te vayas”) y denunciado (“el paso de los Andes”), es una triste realidad que desgarra y separa a las familias y que ha vaciado de la alegría, y fuerza de sus jóvenes a nuestra Patria; tiene millones de historias tristes y situaciones lamentables que, muchas veces, ocurren en silencio, en el anonimato de la tragedia del pobre, que no le importa ni a las élites, ni al gobierno.
Una de estas tragedias, de las más crueles y más invisibilizadas o desconocidas, es la de los venezolanos, hombres, mujeres y niños, que mueren ahogados en aguas del Mar Caribe, tratando de salir del país. Venezolanos, sobre todo jóvenes, muchas veces con sus hijos, que mueren ahogados en el intento de cruzar el Caribe, principalmente, hacia Aruba, Curazao, Trinidad y Tobago, entre otros destinos.
Pocas de estas historias se conocen, a veces la información de algún sobreviviente o la aparición de cuerpos de infortunados, o restos de la embarcación que naufragó y que son arrastrados por la corriente hacia alguna playa, evidencian la tragedia. Otras, se conoce de algún caso por la búsqueda desesperada de los familiares, madres, esposos, esposas, que despidieron o esperaban a los suyos de una travesía de la cual no sobrevivieron. Existen muchos casos de grupos enteros de venezolanos, cuyos cuerpos se pierden en las profundidades de nuestro Mar Caribe, donde están naufragando los sueños y las vidas de los más pobres.
El caso de la joven madre Maroly Bastardo Gil, embarazada de ocho meses, quien, el pasado mes de agosto, salió de El Tigre y se embarcó, junto a sus dos hijos en el peñero “Ana María”, junto a otras 31 personas, saliendo desde Güiria con destino a Trinidad, donde la esperaba su esposo Kennier Berra y a donde nunca llegaron, presumiendo su naufragio en el estrecho “Boca de Dragón” entre ambas líneas costeras. Quien fuera el piloto de la embarcación fue rescatado del mar al día siguiente, y trasladado a la isla de Granada. De los infortunados pasajeros, no se sabe nada.
El caso de 32 venezolanos, la mayoría mujeres, que salieron en el peñero “Jhonnaly José”, también desde Güiria hacia Trinidad, naufragando en el trayecto, como lo reporta la misma ACNUR desde Ginebra. Los pescadores solo lograron rescatar 9 hombres, el resto, se encuentran desaparecidos en el Mar Caribe.
Los casos de naufragios de peñeros hacia Aruba y Curazao, ha enlutado a las poblaciones de La Vela y otros pueblos del estado Falcón. Sucesivos incidentes de jóvenes que se lanzan en peñeros a las turbulentas aguas de nuestro mar, tratando de llegar a las Islas. Se han producido graves y tristes incidentes donde naufragan y mueren grupos de 32 y 20 pasajeros por embarcación, o de cuerpos de jóvenes venezolanos que aparecen en las playas de las islas, ahogados sus sueños y truncado su futuro, como triste testimonio de esta tragedia.
Por supuesto que ninguna autoridad del gobierno informa, reporta o investiga qué está pasando con estos seres humanos, ¿cuántos son?, ¿por qué mueren?, ¿cómo sucede?, ¿por qué se lanzan al mar para salir del país?, ¿cómo ayudarlos? El gobierno no lo hace porque tiene la política cruel de negar también esta realidad; y, además, por la indolencia con respecto a las terribles consecuencias sociales de la crisis que ellos mismos han generado con la imposición de su paquetazo económico. Lo increíble es que la izquierda y lo que queda de PSUV guardan silencio.
Lo que está sucediendo en el Mar Caribe es análogo a lo que sucede en el Mar Mediterráneo, donde mueren y desaparecen miles de hijos e hijas de toda África que huyen desesperados de las dramáticas condiciones de vida de esos países azotados por el hambre, la pobreza y la guerra. El Caribe y el Mediterráneo se convierten así en la vergüenza de gobiernos y sistemas políticos y económicos, absolutamente injustos y violentos. Ésto que sucede es una bofetada a la conciencia del mundo.
Aunque el gobierno insista en negar la crisis migratoria y humanitaria que afecta al país, una de las más graves del mundo, el sistema de las Naciones Unidas está obligado a actuar para que el gobierno venezolano respete el Derecho Internacional y actúe para proteger y garantizar los Derechos Humanos de todos sus ciudadanos.
Como fue nuestra doctrina, durante nuestro desempeño en las Naciones Unidas, los Derechos Humanos son integrales: incluyen los factores económicos, sociales, culturales, políticos y jurídicos de las personas. Nuestra posición durante las discusiones en el Consejo de Seguridad, cuando se abordaba el tema de los migrantes africanos que cruzaban desesperados el Mediterráneo era que, en vez de abordar el problema desde una perspectiva militar, debía reconocerse la responsabilidad que han tenido las naciones y gobiernos causantes de las situaciones de inestabilidad y miseria en los países de origen, para atender las causas de base, “raigales” en el argot diplomático, de la diáspora.
Nuestra postura no puede ser distinta en este caso, más aún cuando se trata de nuestros nacionales. El gobierno de maduro es responsable de la terrible situación económica y social que aqueja a nuestro pueblo; y, en consecuencia, es el único que ha de responder por la salida del país de cerca de 4.000.000 millones de venezolanos, incluyendo la suerte de los que mueren en trayecto a pie, y los que desaparecen o se ahogan tratando de cruzar el Mar Caribe.
Éste es un gobierno que no solo viola sistemáticamente los Derechos Humanos de sus ciudadanos a través de la represión, la persecución y el encarcelamiento-secuestro por razones políticas, sino que viola los Derechos Fundamentales de toda la población, incluyendo los económicos y sociales, razón por la cual están dispuestos a correr todos los riesgos y sufrir todas las privaciones y maltratos para obtener fuera del país, lo que el Estado no es capaz de garantizarles.
La próxima visita de la Alta Comisionada para los Derechos Humanos de las Naciones Unidas, la ex presidenta Michelle Bachelet, es una excelente oportunidad para que pueda constatar el estado de violación permanente de los Derechos Humanos en el país.
Lo es igualmente, para que pueda corroborar la violación continua del Estado de Derecho en el país practicado por maduro y los distintos órganos del gobierno, así como por la fiscalía general y el poder judicial. Todo aunado a la total inexistencia de separación de poderes y el debido proceso; la “judicialización de la política” como práctica sistemática del gobierno y la conducta intolerante y violenta de ambos grupos políticos que se disputan el poder por encima de los intereses del país.
Ojalá la Alta Comisionada, con la experiencia como Jefa de Estado, su agudeza política y profunda humanidad, pueda ver más allá del cerco que le montará el gobierno, el “maquillaje” de la realidad, los “falsos positivos” y los traslados apresurados de presos para ocultar su situación.
Ojalá tenga la posibilidad de escuchar y entrevistar a los familiares y víctimas de la violación de los Derechos Humanos por parte del Gobierno; pueda sobreponerse a la intolerancia de la extrema derecha y reconocer que los Chavistas que nos oponemos a maduro, tenemos también Derechos Humanos. Que haga valer el criterio universalmente aceptado de que los Derechos Humanos deben practicarse con imparcialidad, no selectividad y sin politización de los mismos.
Ojalá que pueda recibir y escuchar a las esposas de los más de cien trabajadores de PDVSA y de los oficiales militares Chavistas secuestrados; conocer los casos de los ex ministros Nelson Martínez, Mayor General Rodríguez Torres y General Raúl Baduel, así como los casos de tantos presos-secuestrados por órdenes directas de maduro, y cualquiera de su círculo de poder, a los cuales se les han violado todos sus derechos, se les maltrata y se llevan al borde de la muerte.
Ojalá la Alta Comisionada pudiese acceder a “La Tumba”, el “Helicoide”, el Sebin, Digecim y otros centros de detención, y hablar con los secuestrados, muchos de ellos, como los casos de Gladys Parada y Diagnaly Muñoz, que llevan allí más de cinco años, sin saber siquiera de qué se les acusa, sin haber tenido nunca posibilidad de asistir siquiera a una sola audiencia judicial. Ésto aunado a la ocupación o mejor, confiscación de sus respectivas viviendas.
Ojalá la Alta Comisionada pueda preguntar al fiscal general por la violación al debido proceso, el derecho a la defensa y la presunción de inocencia de los cientos de perseguidos, exiliados y encarcelados por instrucciones directas de maduro, o su círculo íntimo, y por su propia acción desenfrenada, donde ha utilizado al Ministerio Público para satisfacer sus propios intereses, rencores, “pases de factura” y perseguir a los que le hacemos frente a este desastre de gobierno.
Ojalá le pregunte al fiscal general sobre el asesinato de Óscar Pérez y sus acompañantes, la muerte en custodia del ex ministro Nelson Martínez y cómo fue que lanzaron del décimo piso del Sebin al concejal Albán.
Que pueda determinar el estado de terror permanente de la población, con sus teléfonos y correos electrónicos intervenidos, con inseguridad sobre el goce pacífico de sus bienes, la reserva en sus reuniones de trabajo e incluso entre amigos y familiares, en sus puestos de trabajo, en las carreteras y vías del país. Los despidos y persecución a los trabajadores y empleados de la administración pública que expresen sus reclamos, disconformidad o sencillamente no estén dispuestos a secundar los desafueros del gobierno.
Que se de cuenta de la violencia que reina en todo el país, en especial en las zonas populares, de cómo las personas se guardan muy temprano en su casa, dejando silente a la ciudad, por miedo a la inseguridad. Que sepa de las razias y asesinatos del FAES y otros grupos paramilitares en las barriadas populares.
Ojalá la Alta Comisionada, también pueda indagar y conocer de la situación infrahumana en la que están miles de presos comunes, sepultados en el infierno penitenciario donde mueren bajo la acción de los “pranes”, amos y señores de esos penales; o quemados vivos, como el caso de los 70 presos calcinados en la cárcel de Puerto Cabello, por haberles mantenido cerradas las puertas durante un incendio.
Seguramente la Alta Comisionada y su equipo, representantes de la ONU, la institución más seria y profesional en materia de Derechos Humanos, se sobrepondrá a los ataques de la intolerancia y la presión del gobierno, para darse cuenta de que Caracas es un espejismo, que el resto del país está sometido a una escasez permanente de comida, medicinas, trabajo, electricidad, transporte, gasolina. Que Venezuela hoy es un país en ruinas, regido por injusticias de todo tipo, pobre, del que sus jóvenes huyen como pueden, cruzan los páramos a pie, hacia Colombia, Ecuador, Perú; han llegado hasta Argentina y Chile; atraviesan la selva para llegar al Brasil y mueren en el Mar Caribe para tratar de alcanzar un sitio donde vivir.
Presidenta Bachelet, Alta Comisionada, bienvenida a nuestra maltrecha patria, la Patria de Bolívar, de Andrés Bello, de Chávez, donde tantos latinoamericanos consiguieron refugio de la violencia de las dictaduras o del horror económico, donde antes reinaba la solidaridad y prosperidad, el Buen Vivir. Hoy nuestro pueblo necesita de su voz, su valor. Hay mucha esperanza en el corazón de un pueblo noble y justo, hay que detener urgentemente el naufragio de los pobres de mi tierra.
1. El último reporte de Agencia para Refugiados de las Naciones Unidas, la UNHCR y la OIM, la Organización Internacional para la Migración, indica que desde finales de 2015 han salido del país cuatro millones (4.000.000) de venezolanos. En solo siete meses, desde noviembre 2018 a la fecha han salido del país un millón de venezolanos.

Así mismo, en su último informe, la Organización de las Naciones Unidas para la Infancia, la UNICEF, señala que “alrededor de 3,2 millones de niños, es decir, 1 de cada 3, necesitan asistencia humanitaria” y señala que “la mortalidad infantil aumentó en un 50% entre 2014 y 2017”. Además, reconoce los cientos de casos de enfermedades como la difteria y el sarampión, prácticamente erradicadas en Venezuela antes de maduro, que atacan a nuestros niños. Estos números, que no encontraremos en ningún boletín del Ministerio de Salud, porque el gobierno ha prohibido emitir cualquier tipo de estadística, son una denuncia de la negligencia criminal del gobierno. Esto no se le puede achacar a ningún tipo de “bloqueo”, sobre todo cuando toda su dirigencia está obesa y hace innumerables transacciones de todo tipo con el petróleo y el oro de todos los venezolanos, incluyendo esos niños.
Es inexcusable que algún revolucionario o bolivariano, y mucho menos que algún chavista, civil o militar, apoye este desastre. Apoye este gobierno tiránico y anti popular ¿Qué cálculo político puede estar por encima de los principios e ideales? ¿Qué cálculo económico puede valer más que la soberanía del país y el bienestar del pueblo? ¿Cómo es posible que movimientos o partidos que se llaman revolucionarios, de izquierda, guarden silencio?
Será que el papel de Chávez fue como el de Bolívar: “…rasgar un instante la tiniebla, fulgurar apenas sobre el abismo y tornar a perderme en el vacío”. El campo chavista, bolivariano, revolucionario, debe recomponerse, reagruparse. Volver a Chávez, al pueblo, al socialismo, sin dobleces, sin excusas.
¡Con Chávez Siempre, Venceremos!

**Según el dirigente, el gobierno de Maduro no tiene nada que ver con una revolución liberadora, participativa, protagónica, obrera o popular. Señala que es un gobierno autoritario que ha destrozado la economía y barrido con las políticas y sociales del pueblo.
Caracas, 11 de junio de 2019.- Para el ex ministro de petróleo Rafael Ramírez, el gobierno de Nicolás Maduro le ha propinado una «derrota histórica» al movimiento revolucionario, al chavismo y a la V República, al imponer una política alejada de los principios y el legado del Comandante Hugo Chávez.
A decir del ex ministro de Petróleo, el daño ocasionado por Maduro a la causa socialista y Bolivariana es tan profundo e indeterminado que puede considerarse como una segunda muerte del Comandante.
Por tanto, Ramírez asegura que el gobierno de Maduro no puede considerarse «progresista», tampoco una revolución liberadora, participativa, protagónica, obrera o popular. Para el político no es más que un gobierno represor donde no es posible disentir y el miedo es el instrumento que emplea para mantenerse en el poder.
En su más reciente artículo, el también ex presidente de Pdvsa hace un expreso llamado a los sectores progresistas a despertar y a darse cuenta de que el proyecto revolucionario corre el riesgo de sufrir una gravísima derrota, muy difícil de revertir, a menos que se recobre la conciencia política y se tomen las decisiones necesarias para enfrentar, con igual determinación, a Nicolás Maduro y a la ultraderecha violenta que pretende apoderarse de un país hecho despojos.
«Es inexcusable que algún revolucionario o bolivariano, y mucho menos que algún Chavista, civil o militar, apoye este desastre. Apoye este gobierno tiránico y anti popular ¿Qué cálculo político puede estar por encima de los principios e ideales? ¿Qué cálculo económico puede valer más que la soberanía del país y el bienestar del pueblo? ¿Cómo es posible que movimientos o partidos que se llaman revolucionarios, de izquierda, guarden silencio?», se pregunta.
Más adelante, reflexiona: «El llamado a la unidad, a la disciplina, conlleva a una pregunta inmediata: ¿la unidad boba? ¿la unidad para qué? ¿para seguir destruyendo el país y entregando la Patria? ¿Cuál disciplina es esa: la del silencio, la del miedo? ¿Acaso maduro es el dueño de este país? ¿Acaso esto es una monarquía, donde la familia real hace lo que le da la gana?».
El también ex presidente de PDVSA, vuelve a mostrar como evidencia los múltiples datos de la aguda crisis que aqueja a los venezolanos, y que justifican la necesidad de que los sectores progresistas del país se movilicen urgentemente para constituir una Junta Patriótica Cívico-Militar de Gobierno, que, con base en la Constitución aprobada por el pueblo e inspirada por el Presidente Chávez en 1999, nos conduzca a retomar el Plan de la Patria y sus objetivos históricos.
Para el dirigente chavista es urgente luchar junto al pueblo, por sus derechos, salir de la miseria, recuperar la soberanía económica, el petróleo, el oro, el trabajo y la solidaridad como valores fundamentales, la democracia participativa y protagónica y, sobre todo, recuperar las capacidades creadoras del pueblo, las posibilidades de futuro, del vivir bien, en las que se fundamenta el proyecto bolivariano.
«¿Que no queremos que la extrema derecha tome el poder? ¿Que nos invadan e intervengan? Nadie lo quiere y no lo permitiremos. Por ello mismo hay que salir de maduro urgentemente. Ha debilitado tanto la Patria, que la ha puesto en bandeja de plata para la extrema derecha y los intereses extranjeros. El gobierno ha demostrado su incapaz para dirigir el país y proteger al pueblo. No tiene ni las ideas claras, ni la mínima noción de la magnitud del problema que confrontamos, de los peligros que nos acechan, los inmensos desafíos que tenemos hacia el futuro».
Ramírez recuerda y documenta las diferentes manifestaciones del desplome del país: una economía en ruinas, mortalidad infantil llevada a extremos trágicos, millones de venezolanos que se ven forzados a huir de su patria, refugiados venezolanos desamparados que pululan en el extranjero, hambre que no se sacia con cajas de productos malos y semi vacías, al tiempo que rescata que uno de los objetivos primordiales del verdadero proyecto chavista fue la conquista de la dignidad para un pueblo que fue olvidado.
«Maduro podrá seguir ganando tiempo, negociando, entregando la patria y jugando al twitter, pero le ha propinado una derrota estratégica a Chávez y la revolución. El madurismo, esa extraña y frágil amalgama de personajes que no son, ni nunca han sido revolucionarios, ni chavistas; ese grupo variopinto de oportunistas, arribistas, empresarios, militares de derecha, resentidos en contra del Comandante Chávez, gente a la que él hizo a un lado en su momento, gente que incluso lo adversó abiertamente, quedará en el basurero de la historia como responsables de esta tragedia», vaticina.
«Sin embargo ese momento en que el Comandante Chávez, como indica la frase atribuida a Bolívar, pudo «… rasgar un instante la tiniebla, fulgurar apenas sobre el abismo, …» está allí en el corazón del pueblo humilde, hoy fuera de la Patria o nuevamente sepultado en las catacumbas. El campo Chavista, Bolivariano, revolucionario, debe recomponerse, reagruparse. Volver a Chávez, al pueblo, al socialismo, sin dobleces, sin excusas», conmina con urgencia Ramírez.

Beyond the current controversy over the authorship of the beautiful letter attributed to the Liberator Simón Bolívar addressed to his cousin Fanny du Villar a few days before his death, I would like to consider it as true and extract from its content these lines that, without a doubt, have been written by a Bolivarian heart; lines that we have made our own ever since we read them for the very first time in the works of Chino Valera Mora and until we heard them being recited over and over again by President. Chávez, who was always deeply moved by the epic life of the Father of the Homeland.
These lines summarize the Bolivarian tragedy of the time, after the death of the Liberator and, just like a sort of premonition, that of now, two hundred years later, with the death of President Chávez.
The Chavismo is lost in an abyss, buried by the madurismo that stands on the ruins of the Bolivarian project and the homeland as a whole. The V Republic was overturned here, and many fail to realize or do not want to realize so, starting with the PSUV itself which should be the guarantor of the revolutionary path, but decided to do “whatever maduro says”.
What we have now in the country is far from being a revolution; it cannot even be considered a progressive government, or a popular or nationalist one, not even a Chavista or socialist. Nor can it be classified as a good center government of social democratic direction. In other words, nothing that can be supported and continue to give it time: it is a government of elites, very authoritarian and repressive and deeply incompetent, that has swept away the legacy of President Chávez. This government has torn apart our institutions and our social and economic conquests to violently impose, instead, an economic model that has destroyed the country, as we demonstrated based on the same figures issued by the BCV. Rooted in the plundering of our natural resources, it has made the country much more dependent, plunging our people in the most abject misery, never before seen in the country. This government has pushed our country back to positions of underdevelopment and poverty that place us at the bottom of the world, with no possibility whatsoever to even ensure the survival of the population, let alone their development.
The latest report of the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM) indicated that four million (4,000,000) Venezuelans have fled the country since the end of 2015 to date. In just seven months, from November 2018 to date, one million Venezuelans have left the country. The majority of the people go to Colombia (1.3 million), Peru (768 thousand), Chile (288 thousand), Ecuador (263 thousand), Brazil (168 thousand), Argentina (130 thousand); the rest of them flee towards Mexico, Central America, the Caribbean, the United States, and Spain, essentially.
It is impossible to live in Venezuela nowadays; it is a country from where its youth escape, the families split apart, leaving only the elderly and children behind. We have denounced it, we have said “do not leave”; we have exposed the passage of the Andes as the exodus of a betrayed people. The madurismo still does not care. They use the tragedy as propaganda every time they get a few to come back to the country. This is the country of the ministry of manipulation and lies. They try to avoid reality in the world of “twitter” and its “trends”.
On the other hand, according to its last report, the United Nations Children’s Fund (UNICEF) states that “about 3.2 million children, meaning, 1 out of every 3, are in need of humanitarian assistance”. Moreover, it points out that “child mortality increased by 50% between 2014 and 2017.” Additionally, it recognizes the hundreds of cases of diseases such as diphtheria and measles, which had been virtually eradicated in Venezuela before Maduro, that currently attack our children. These numbers, which we will not find in any official bulletin of the Ministry of Health since the government has banned the issuing of any sort of statistic, represent a denunciation of the criminal negligence of the government. This cannot be attributed to any type of “blockade”, especially when the entire leadership is obese and make uncountable transactions of all kinds with the oil and gold of all Venezuelans, including those children.
If to this we add the absurd deaths of children with high-risk diseases due to their inability to access bone marrow transplants, treatments that we previously conducted through the Simón Bolívar Foundation in CITGO and the PDVSA agreements with Argentina and Italy, it clearly demonstrates the absolute disdain for the lives of the weakest of a government that, simultaneously, orders to spend 50 million euros on military uniforms.
Nowadays, Venezuela is a country where its children, its future, the most beautiful element of society, die. It is a tragedy, and we denounce to the world the cruelty of the government; as we said it before, the madurismo, just like Herod, destroys the dreams of the Homeland. What would Chávez say of the tragedy the children of the homeland are experiencing?
None of this is heroic: there was no such thing as a Great Patriotic War or a war against colonialism, nor was there a fight against an invasion, nor a war of national liberation, not even an armed revolution. There is no justification for any of this.
The Chavismo delivered the madurismo a country in full motion, a strong PDVSA, with a production of 3 million barrels of oil per day, a growing economy, social programs underway; a country with gasoline, cooking gas, electricity, water, food, with a minimum monthly wage of USD $455, with labor rights, social benefits; a mobilized, dignified, proud, supportive, joyful people.
None of this is for a greater cause, on the contrary, every day they surrender the homeland, they hand over the oil, gas, the Mining Arc; they gave up the Essequibo, handing over our mining resources so the private companies, national or foreign, loot the country. The law is violated everywhere, while the environment, the indigenous, peasants, and workers’ rights are violated and destroyed.
It is inexcusable that someone who considers himself a revolutionary or Bolivarian, and much less a Chavista, whether civilian or military, supports this disaster, this tyrannical and anti-popular government. What sort of political calculation can be above the principles and ideals? What kind of economic calculation can worth more than the sovereignty of the country and the welfare of the people? How is it possible that movements or parties that call themselves revolutionaries and leftists remain silent?
The call to unity, to discipline, lead to an immediate question: the silly unity? Unity for what purpose? To continue destroying the country and surrendering the Homeland? What sort of discipline is that: the discipline of silence, of fear? Is maduro the owner of the country? Is this a monarchy where the royal family does what they please?
Is it that we do not want the extreme right to take power? We do not want to be invaded and intervened? No one wants so and we will not allow it. For that same reason, it is necessary to urgently get rid of maduro. He has weakened the Homeland so much that it has served it in a silver platter for the extreme right and foreign interests to take. The government has proven incapable of leading the country and of protecting the people. It has neither clear ideas nor the slightest notion of the magnitude of the problem we are facing, of the dangers that are haunting us, and the immense challenges that we have ahead of us in the future.
The government is not right, it has nothing worth fighting for; it does not excite anyone. It has developed, through the use of State resources, extracted in fraudulent foreign exchange operations from the Treasury of the Nation, the Ministry of Finance, and PDVSA, a network of manipulation and lies that imposes a cold silence on reality, only repeating once and again the empty excuses and slogans void of content or ideas. It is only whatever maduro says and that is it.
The madurismo has instilled fear on the country. No one speaks, no one dares. Some senior ranking officials, who, after so long, have finally decided to write timid letters of resignation to their position, have been dismissed with disdain in public acts. Others, cadres with many years of political experience, remain silent, try to be invisible, hide behind their chairs, and take refuge in their position.
This has nothing to do with a revolution that is liberating, participatory, protagonist, laborer, popular. Nothing farther from that; no one speaks, no one makes denunciations, and no one speaks out. The workers are fired and that is it, their salaries are suspended, they are taken by the Sebin or the Digcim; the peasants are killed by the new landlords, the poor in the neighborhoods are killed by the FAES or any other paramilitary group of the madurismo.
How is it possible that personalities or movements that once defended human rights say nothing of this? of the ordinary prisoners who die burned in their cell, of the oppositionist who is killed with a rocket or that who falls from a tenth floor, or even of the hundreds of prisoners-kidnapped politicians of the Chavismo and the opposition, civilian or military?
You know what? The damage caused by the madurismo to the cause of socialism is profound. The damage caused to the Chavismo and to president Chávez himself is still indeterminate, but it has certainly been a second death for the Commander. We will know for sure the next time the people can express themselves freely.
Maduro may continue buying time, negotiating, handing over the homeland, and playing in twitter, but he has strategically defeated Chávez and the revolution. The madurismo, that strange and fragile combination of characters that are not, and have never been revolutionaries or Chavistas; that diverse group of opportunists, social climbers, entrepreneurs, right-wing militaries, who resented Commander Chávez, people whom he pushed aside back in the day, people who even opposed him openly will remain in the dumpster of history for being responsible for this tragedy.
However, that moment when Commander Chávez, just as the phrase attributed to Bolívar indicates, could “… tear the darkness for an instant, shine just above the abyss…” remains in the hearts of the humble people, today outside the homeland or again buried in the catacombs. The Chavista, Bolivarian, revolutionary field must be recomposed, regrouped. It needs to return to Chávez, to the people, to socialism, without biases or excuses.
We, men and women of the people, militants of hope, of the Homeland, will continue to battle the fight for the future with all those who care about Venezuela, about these children, with those who are still capable of showing outrage in the face of injustices; those capable of thinking, above all, in the humanity and in the right to live well, to live in peace.
